Thanks for the update
We have tested across 2 sites and although the select now works for the user groups, however the email to the admin is not working.
If we select the option to send to user, they then get the email that they have logged in.
We are using
SMTP mail settings
So Maybe an alternative is to have the following
1. a separate email to users, ie email message
2. a separate email to admin, ie email message
This will make for a more customised experience.
But for now, we need to know why the admin is not getting the email.
